Is it possible to get Email notifications from Virtual Earth Platform
Customer Services website when jobs complete with Partial Success status?

What your looking to do is not supported by the CSS live site, but what you
may want to consider is to modify the datauploader included with the Mappoint
sample SDK
(http://www.microsoft.com/downloads/details.aspx?FamilyId=CB5148A9-F09E-4EC8-992F-16478C0B5D9A&displaylang=en)
to send out a notification during job polls when a partial success is
returned.
